Your bill is four charges plus tax
A Korean residential (low-voltage) electricity bill is the sum of four parts — <strong>base charge + energy charge + climate-environment charge + fuel-cost adjustment</strong> — on top of which <strong>10% VAT</strong> and a <strong>2.7% Power Industry Infrastructure Fund</strong> levy are added. The base charge is a fixed amount set by your usage tier; the energy charge multiplies each kWh by a per-tier unit price. The climate charge (9.0 won/kWh) covers renewables and emissions costs, while the fuel-cost adjustment (currently +5.0 won/kWh) tracks fuel prices, and both apply at a flat rate across all usage. Three progressive tiers, widened in summer
Residential rates are <strong>progressive</strong>: the more you use, the higher the unit price. In normal months the tiers are <strong>1) 0–200 kWh at 120.0 won, 2) 201–400 kWh at 214.6 won, 3) over 400 kWh at 307.3 won</strong>, and the base charge jumps 910 → 1,600 → 7,300 won as you cross each boundary. In <strong>summer (July–August)</strong> the tiers widen to ease cooling costs: <strong>1) 0–300 kWh, 2) 301–450 kWh, 3) over 450 kWh</strong>. So the same 420 kWh sits in tier 3 in a normal month but stays in tier 2 in July–August. The unit prices don't drop — you simply reach the higher tiers later — and the energy charge is cumulative, billing each block of usage at its own tier's rate.
Worked example: 350 kWh, normal season
350 kWh in a normal month falls in tier 2 (201–400), so the base charge is <strong>1,600 won</strong>. The energy charge is 200 kWh × 120.0 = 24,000 plus 150 kWh × 214.6 = 32,190, totaling <strong>56,190 won</strong>. The climate charge is 350 × 9.0 = 3,150 and the fuel adjustment is 350 × 5.0 = 1,750. The pre-tax subtotal is <strong>62,690 won</strong>. VAT (10%) is 6,269 and the fund levy (2.7%) is about 1,690 (rounded down to the nearest 10 won). The final bill is 62,690 + 6,269 + 1,690 = 70,649 ≈ <strong>70,640 won</strong> after trimming the last digit. Your actual amount depends on billing days and discounts.
Rates change often, and super-users pay a premium
The <strong>fuel-cost adjustment</strong> is reset every quarter within a ±5 won/kWh band (currently at the +5 cap). Climate and tier prices can also be revised by the government and KEPCO, and the infrastructure fund has stepped down 3.7% → 3.2% (Jul 2024) → 2.7% (Jul 2025). In summer (Jul–Aug) and winter (Dec–Feb), usage above <strong>1,000 kWh</strong> per month is charged a <strong>super-user rate of 736.2 won/kWh</strong> on the excess, which spikes the bill. Frequently asked questions
Why does the base charge suddenly multiply?
Because rates are progressive: once your usage crosses into the next tier, that tier's single base charge applies to the whole bill. Going just 1 kWh over 400 kWh in a normal month raises the base charge from 1,600 to <strong>7,300 won</strong>, and the energy price jumps to the tier-3 rate of 307.3 won/kWh. Managing usage near a tier boundary is therefore especially effective.
Why is my summer bill a bit lower for the same usage?
In July and August the progressive tiers are widened to ease cooling costs. Tier 1 expands from 200 to 300 kWh and tier 2 from 400 to 450 kWh, so usage that would hit the top-tier price (307.3 won) in a normal month is billed at a lower tier in summer. The unit prices themselves don't drop — you simply reach the higher tiers later.
Why does this differ from my actual invoice?

What is the super-user rate?
In summer (Jul–Aug) and winter (Dec–Feb), monthly usage above <strong>1,000 kWh</strong> is billed on the excess at a <strong>super-user rate of 736.2 won/kWh</strong> — about six times the lowest tier (120 won). It is the main reason bills spike for households running large heating or cooling loads.
